Inclusion begins with opportunity, and that is what Excentia is all about. Our Community Based Supports program helps people with intellectual and developmental disabilities, including autism, build confidence and independence through real community experiences.
With guidance from our support professionals, participants explore volunteer opportunities, learn new skills, make connections, and discover their passions. Whether it is helping at a food bank, greeting visitors at a museum, or spending time at an animal shelter, every experience creates growth and belonging for both the individual and the community.

Building Independence Through Community-Based Supports in Lancaster County
These services take place out in the community and are designed to help people with intellectual or developmental disabilities (IDD), including autism, become more independent, socially connected, and confident in real-world settings.
Participants engage in:
- Volunteering at local organizations
- Visiting libraries, museums, or public spaces
- Building relationships and communication skills
- Learning how to navigate transportation and community resources
- Exploring personal interests in active, everyday environments
Community-based supports promote inclusion, increase independence, and help individuals prepare for future employment or more active community living. At Excentia, this is also known as our Independent U program.

Understanding Waivers and Payment Options
Community Participation Supports are typically funded through Pennsylvania’s Home and Community-Based Services (HCBS) waivers, such as the Consolidated, Community Living, or Person/Family Directed Support (P/FDS) waivers. If you or your loved one is enrolled in one of these waivers through the Office of Developmental Programs (ODP), services may be fully covered based on your approved Individual Support Plan (ISP).
If you’re not currently enrolled in a waiver, you can start by contacting your local County MH/ID office or Supports Coordinator to explore eligibility and begin the intake process. In some cases, private pay or other funding sources may be available, and we’re happy to help guide you through your options. Understanding the Difference Between Two Valuable Services
While both services promote independence and are delivered in the community, they have distinct goals:
- Home and Community Habilitation (HCH) focuses on helping individuals develop and maintain skills needed for daily life in their homes and communities. This includes self-help, socialization, and adaptive skills like cooking, budgeting, and using public transportation. It is typically delivered one-on-one and emphasizes skill-building for greater independence.
- Community Participation Supports (CPS), on the other hand, emphasize community inclusion, integration, and building relationships with people without disabilities. These services often take place in small groups and focus on engaging in community life, exploring volunteer opportunities, and preparing for competitive employment.
